Percentage-based programming has run the strength world for decades: find your one-rep max, build a chart off it, and follow the prescribed loads down to the kilo. RPE, rate of perceived exertion, is the newer framework and it has picked up real traction, particularly among people training without a coach watching the bar speed. Neither one is wrong. They solve different problems.
The Case for Percentages
Percentage-based programming is simple, objective, and removes guesswork. When the program says 80% for three sets of five, you load the bar and go. That's genuinely valuable for beginners who haven't yet built an accurate internal sense of how hard a set actually was, which is a skill, not something people arrive with on day one.
The Case for RPE
The problem with percentages is that your actual one-rep max isn't fixed. Sleep, stress, hydration, and accumulated fatigue all move it around from day to day. A percentage calculated from your best-ever day will feel too light on a good day and dangerously heavy on a rough one. RPE adjusts for this by asking a simpler question at the top of every set: how many more reps could you have done with good form? Leave two in the tank, that's an RPE of 8. Leave none, that's a 10. The prescribed number moves with how you actually feel that day instead of assuming every day is your best one.
The scale itself has a real research pedigree. It started as a practical tool among competitive powerlifters in the mid-2000s before Mike Zourdos and colleagues formally validated a resistance-training-specific version, published in the Journal of Strength and Conditioning Research in 2016. Their research confirmed something coaches had assumed for years: lifters can estimate reps in reserve with real accuracy, adapting a scale originally built for gauging cardio effort into something precise enough to program strength training around.
Why Beginners Struggle With RPE
That accuracy isn't automatic, though, and this is where the earlier point about training age has actual evidence behind it. Less experienced lifters consistently misjudge how close to failure they are, and the error runs in a specific direction: they tend to stop further from true failure than they believe, calling a set an RPE 9 when a spotter or a forced extra rep would reveal it was closer to a 7. That gap closes with training experience, as lifters build a more accurate internal calibration for what genuine effort feels like near the end of a set. It's a real skill, and like any skill, it has to be built before the number someone reports actually means what it's supposed to mean.
A Third Option: Velocity
There's a more objective middle ground worth knowing about, even if it's not what most home trainers reach for. Velocity-based training uses a bar-speed sensor to measure how fast the bar moves on each rep, since bar speed drops in a predictable, measurable way as you approach true failure, regardless of how tired you feel or how experienced you are at judging it. It removes the estimation problem entirely, at the cost of needing a piece of hardware most lifters training at home don't have. RPE exists precisely because a trained internal sense is a reasonable substitute for that hardware, not a perfect one.
Which One to Use
If you're newer to lifting, use percentages. The discipline of hitting a specific number builds consistency and removes the temptation to sandbag on an easy day or grind through five ugly reps on a hard one. Once you've got a couple of years of honest training behind you and you can genuinely tell the difference between an RPE 7 and an RPE 9, bring RPE in, especially for your heaviest set of the day.
Most well-built intermediate and advanced programs end up blending both rather than picking one permanently. A common structure: work up to a top set at a target RPE, say an 8, rather than a fixed weight, then base your backoff sets on a percentage of whatever you actually lifted on that top set, not the number you originally planned to hit. If today's top set landed lighter than expected because you slept badly, the backoff sets scale down with it automatically instead of staying pinned to a plan written before you knew how the day would feel.
Lifters can estimate reps in reserve with real accuracy, but that accuracy is a skill built over time, not something beginners arrive with on day one.
Either system is just a tool for deciding when to apply progressive overload, not a substitute for it. Whichever one you use, the goal is the same: matching the number on paper to how the day actually feels, so progress compounds instead of stalling on a plan that assumed every session would be your best one.
